By ferry: the main point of arrival on Koh Pha Ngan is the main ferry pier at Tong Sala. In fact there are three, just to confuse you, but they are not far apart so you can usually spot which one the boat is departing from by the presence of a boat or passengers.
Songserm is the northernmost one - for ferries to Koh Tao, while Raja (in the middle) services Surat Thani and the largest is for Seatrans and Phra Larn high speed catamarans. Ferries arrive and depart from here to Koh Samui’s Na Thon pier and Surat Thani’s Don Sak and Tha Tong piers.
If you are travelling from Phuket or Bangkok it is likely they would sell you an all inclusive ticket which covers the bus/train, transfers and ferry, together with a calamity of coloured stickers from a local agent co-ordinator at each transfer. Some of the sailings, especially from Don Sak, stop off at Samui first.
From Samui you can either catch one of the hourly ferries at Big Buddha beach pier to Haad Rin (30 minute journey) or jump on one of the bigger ferries at Na Thon which take about an hour and arrive at Tong Sala. These run from 07.30 to 16.30.
Ferries to and from Koh Tao take a bit longer (about 90 minutes) and leave from Tong Sala about six times a day between 08.00 and 16.00.
Once on the island there will usually be a troupe of taxi drivers awaiting the ferries. Usually they are organised enough to full themselves up reasonably to charge a fair set price per person, but can also be privately hired. They ply the routes between Tong Sala, Chaloklum bay and Haad Rin, with less frequent services to the out-of-the-way beaches.
Being Thailand, songteaw pickup taxis are plentiful, and willing to go anywhere for a reasonable fee. Renting a bike is also useful to give you the freedom to explore, but the roads are hilly and sometimes dangerous, especially in and out of Haad Rin.
