By train: high-speed trains run between Tokyo and Shin-Kobe station in only three hours. From Osaka, you can take either the Shin-kaisoku or Kaisoku services to Sannomiya in 20 minutes. Alternatively, private trains depart from the Hankyu-Umeda and Hanshin-Umeda stations, taking about 30 minutes to arrive in Kobe. A bullet train runs from Kyoto to Kobe in 30 minutes, or you can take a slower train from the main train station via Shin-kaisoku.
By bus: travelling bus in Japan is much cheaper than any other form of transport. Discounts are available with the JR Bus Group if reservations are made in advance. From Tokyo, there are daytime departures that travel to Osaka in a little over eight hours. You will then need to take a connecting train from Osaka to Sannomiya. Night-time busses travel directly from Tokyo to Kobe in approximately 9 hours.
There are several domestic flights available including routes from Tokyo, Sapporo, Okinawa, Sendai, Haneda, Niigata and Kagoshima. A third option is to arrive at Osaka International Airport (ITM), which is approximately 40 minutes away from Kobe.
